The Rockstar Games Launcher is a small program with a lot riding on it: Social Club sign-in, ownership checks, patching and the store. Why a tester wants a carrier address here

Open the store, note US prices on a few titles and whether any bundles or editions differ from what you see at home.
Then move to the public pages: the support site, the service status page, and the Newswire. These are the pages players reach for when something breaks, and seeing them load properly on a phone-sized screen from a carrier address is a check worth doing before a launch day.
Fair use on a game launcher

Please do not. The pass is unlimited for normal use, but a full game install is bulk transfer under our fair-use rule. Sample the download, then finish it on your own connection.
Will the launcher work through a SOCKS5 proxy?
The launcher follows the system proxy for most of its traffic. Some tools wrap it to force all connections through SOCKS5. Test with a short session before relying on it.
